The Department of Veterans Affairs Central Office (VACO) in Washington, DC engaged EBA to provide a Market Survey Analysis for three market areas. The purpose of the analysis for the Dallas, Houston, and San Juan, Puerto Rico markets was to provide a snapshot of current and future bidding conditions in the respective markets to the VA. This data would affect the construction bidding climate and assist the VA in measuring market trends. Focusing on health care and cemetery construction markets, the EBA team performed the analysis by compiling historical data, including trends, reviewing available literature, including key economic indicators, and interviewing construction professionals about the current state of the construction industry, along with their predictions on future trends and how they would affect the cost of VA construction.
